The efficient management of the country's land resources for long-term economic development and social, cultural amity and community that is of the highest importance in the context of modern technology and entrepreneurship is universally recognized. The issue of full use of this land resources in fast urbanization has gained a new dimension. Due management of land resources has always been recognized as a very important issue in the human and overall context because a systematic and effective decision can be taken on the equivalent and appropriate use of land resources depending on the growing competitive demand. In the words of Willa Kather - land wealth is for future generations. Again, according to Tomas Sefarson- no generation can reduce or shrink the amount of debt to be paid in the seriality of its own state. On the other hand, Mos Kas says in this regard, - This beautiful type is not what we have received from our ancestors for the use of the weapon sutras that we remember. We have been loaning it since our consent and we must also remember the benefits of our own and future generations in its use. Again Theodar Rajvault says – for the people. This will also mean all the people who are living today and the people or human children who will be born in the future, otherwise we will deviate from that famous democratic ideal. Here in the words of Aldo Liupold - we are misusing land resources because we are knowledgeing the land as our individual assets. But when we understand the entire land wealth as a part of the community or society among us, we may start to love, respect it. Overall everyone has said that it is very important to use valuable resources like land very carefully, touchingly.
The land revenue department is a very old department in the state which has been in existence since 1874. Earlier, the Department covered several issues like forest, migration and labour, finance, industry, audit and bandvasti, agriculture, animal husbandry, irrigation, cooperatives, fisheries, archaeological and museum, customs etc. The department was named revenue and disaster management department on March 1, 2007. The state government has made an attempt to make the department modern in a phased way to fit the needs of the times and present times.
The department's work seems to be careful to bring efficiency, transparency and civic centricity in the work area through reforms in the infrastructure of the electronic administration of the Revenue and Disaster Management Department of the Government of Assam.
In this regard, four most important e-projects in the online collected land transfer management system - non-objectionable certificates on the selling and transfer of ownership of the property of the house, the management and conversion of the land, registration of property through e-registration online and collection of land revenue have been associated with it. Through this collected land audit management, the common citizen will have the facility to review/check land related documents and through this, the lower level public can be given a hast-free service by de-corruption in the case of land-bari sales, transfer, registration etc.
Other e-govanancing sanctors such as online M. I. It has been made easier to collect important information of the revenue department through S. Noticeable changes are also being made in the storage of documents, documents etc. A change has been made in the field of oversee and planning of department officials/employees through e-sofar. The use of scientific storage of revenue and documents relating to bandvasti through the use of modern record room has been undertaken.
A line of international mathematical reforms have been taken for efficient application of the said electronic administration system. A modern and future Assam Land Revenue Code and a complete revision and modification of the prevalent land laws and regulations and the overall history of assam's land bandwasti and residents are also being considered. In addition, the Amendment to the Registration Act, 1899, the Indian Staff Act of 1899, is seeking to bring about a revolutionary change in the process of updation of material system and revenue collection. Electronic stoking has been introduced in several districts of the state recently.
Another important aspect/effort has been taken by the rural land use scheme in all revenue villages of the State through which proper use and proper conservation and conservation of land resources of each village can be ensured. The modernization effort is a dynamic process and therefore efforts will continue to make this system easier, better and more self-completed.
The present government is fully responsible for upkeep all the efforts mentioned above and the reform sanctomy in this regard will surely be able to bring an awakening to the entire department.
